Windows 7 has the compatibility of Windows Vista and Windows XP combined, so yes.

Generally speaking, yes. The ideal is to have a Vista-compatible driver at the least for things like routers and printers though. Many will come included in Windows 7, but if you have hardware that has a Vista driver out there, you shouldn't need to worry.
