2000 civic lx rust problem?

i had to put my car in storage at the seattle port for 3 years while i was in japan. when i got it recently and was doing a tune up and checking it over i noticed significantly more rust under the car (suspension and exhaust) than before (obviously they didnt store it inside the whole time).. whats a good cheap way to remediate that oxidation? this car came from the northwest originally and the bottom of the car was coated in iso (thick sticky tarry kinda junk) but they didnt hit the suspension very well and obviously not the exhaust. thanks!!

one last thing: this is an lx sedan, so it aint fast at all, but i want it to handle better without lowering it, will a rear roll bar from an s.i. fit on a sedan? any suggestions for performance struts?

EDIT: the rust isnt on suspension mounting points, its on springs, control arms, steering knuckles, and front sway bar. the floor pan is just fine.. i have replaced the trunk pan and passenger side front floor pans on a nova myself because of rust and it aint that kinda rust, trust me i know. i have seen coastal rust before and it pits worse than normal oxidation.. this is a damn good car that i drive more than 500 miles a week and only has 56,000mi (almost time for a timing belt!). now, does anyone have a remediation ideas, or just tell me im too damn much of a mediocre idiot to do anything to my car? im also an 8 year air force mechanic and 6 year ASEcert holder in 6 areas.

EDIT: its not typical honda rust, i had a 1995 coupe for almost 10 years in the southeast and salted northwest..

    Coming from Ontario where we use salt on our roads to melt ice rust is a big problem up here.

    Giving the under body a coating of oil usually is enough to keep it under control. It is usually done once a year as part of the maintenance program on our vehicles.

    Rust Check or Krown Rust control are franchises that do this type of thing.

    Even if the car was stored inside for all three years, you would still have the same problem because the salt is in the air too. It permeates and destroys cars that are left by the saltwater oceans for extended periods of time. Sell the car. It will cost more to fix then it is worth.
