Everyone except an Australian or New Zealand citizen needs a visa to go to Australia. Some countries are eligible for online electronic travel authorities which are free or very inexpensive and are granted immediately or within a few hours. Others must apply for a full tourist visa:

If your just travelling to New Zealand then you don't need to actually apply for one. You just go to the travel agency and they organise your trip for you. If you want to stay in New Zealand permantely then you will need to apply for residency and get a working visa. New Zealand and Australia has an agreement which means that neither needs to get a visa to enter the other country and work etc

unless you're coming from New Zealand or are an Australian citizen you will more than likely need a visa to come here

I had to apply for a visa ,but I live in Montenegro,which is a rather small ( and beautiful) country opposite Italy and it was necessary to collect all the documents.

It depends on the country you come from I guess.Check it out with the Australian Embassy in your country!
