None of these answers are correct! The real size changes with the manufacturer of the skirt. In general terms a 30 would be a size 3 or 4 or 6,7,8,or 10 or a size 28 to a size 34! You must either "try it on" OR compare the actual measurement across the waist with something you already wear and like.
Theoretically a size 30 would measure 15 inches across the waist unstretched. For example many are labeled size 30 but in reality the measurement could be more or less. If buying on E-Bay it is easy because you can ask the seller for the dimension and most give the dimension in their ads to avoid buyer / seller problems.

A 30 inch waist is an US size 10.
