will adding a third line onto my AT&T family plan qualify me for the discounted iphone price for new line?

I have an iPhone 3g and a reg. phone on a family plan with at&t that ive had for a year. Im not legible for an upgrade so i cannot get the new iphone 3g S at the discounted price. Can i get a third line, and get a new iphone at discount price then later cancel the reg. phone so that i have two iPhones? would it be a problem canceling the second line to just have the 2 iphone lines or would there be cancellation fees?... not sure how all that works

You can, yes. You will however, not be able to transfer the number from one phone to the other for 90 days. So, if you are willing to activate a new line, get the discounted prices on the iPhone, pay for all thre lines for three months, the pay the fee for getting out of the contract... It might acutally end up being cheaper in the long run to just purchase the phone at retail price.

Yeah people do it all the time. If your still under contract you would still be responsible for the cancellation fees associated with the existing line but even then, it still may be cheaper than paying full price for the iPhone 3Gs. I say go for it.
