I'm pretty sure that the person with the leash will become liable for their dog's behavior, but I wouldn't risk it. (As I'm sure you're aware, people unofortunately tend to not be very warm-hearted towards pitbulls.) I'd complain to the local authorities about the issue. Your neighbors should *not* be walking their dogs without leashes.

Its the other people for walking their dogs without a leash. They have a duty to maintain control of their dogs. However, you also have this duty and should also have yours on a leash, just in case. Its that moment that you let your guard down that things happen. If nothing else, call animal control when you see them walking dogs without a leash and let them handle the situation.

To prevent this on your behalf, when you know they are walking dogs, go inside until they are gone and take your pit with you. Make sure her shots are up to date along with rabies and that she has her tags for your city/county. This will help should something happen. Whenever you have her out, make sure to have her leash on. A retractable one would be good so she can go a short distance from you, but you can get control of her should you need to. Good luck.

Sorry to say this but you would be at fault. The reason that you would be at fault is because YOUR dog would attack and you are responsible for your dog. You could talk to the people and tell them that you would appreciate it if they would walk their dogs on a leash, for the better of all the dogs on the neighborhood. You could say you just wouldn't want to see a dog get hurt.

    Hope this helps :)

It is their fault, but the thing is that with all the media help you may be at "fault." There should be a leash law though.

your dog might not attack the other dogs because most dogs just wanna meet each other. if your dog does try to protect you by fighting with the other dog, then yeah.. it's the owner's fault.
