More cache = better random access.
the cache is what stores the most used information (e.g program instructions) -- the bigger the cache, the more information it can store, and the less your hard drive has to work.
Of course the Black would outperform the SE16.

If you play games or edit video, the larger cache is better, as it will perform faster for certain operations.
For nearly everything else, the larger storage is the better option, as the difference in cache will not noticeably affect performance.
