I want a low maintanenace garden with lots of color?

I have done up the garden a few times, but working full time and running a business leaves me with no time for the garden. I live in Western Australia, Perth and was wondering if any one had any tips for me? I would like a garden with lots of colr, but with easy to care for, very sturdy, robust plants. Any one have any ideas of plants and where I can go to get them?

    I'm in USA but perennials are the thing. Lilies spread and increase every year. Then choose some that bloom mid summer and some for fall. Then let them do their thing. I do. It's like an English cottage garden. Neighbors all like it.
