Why is the salary cap for NBA's 2010-2011 season lower now?

Who makes this decision, the owners or the commisioner?

Is this about the economy?

Or is this a more sinister decision like, collusion against teams like New York or Detroit who want to sign high priced talent during that summer?

    Yes, it's all due to the dying economy and how the value of money is dropping, whereas the price of items is increasing. A good example of how NBA players' salaries are lowering is Lamar Odom. He usually got 10 million dollars, now he may have to settle for more around 7.
