Your external facing ip address is the one you want to change because your internal address is already hidden. The only way to change your external address for certain is to contact your Internet Service Provider (ISP) (like ATT or TimeWarner cable), another method that might work is to log into your router (routing device that connect you to your ISP) and get into it's settings and perform an address renewal, the configuration interface of your router might allow you to do this step, you will be looking for anything that says - renew address, ip address release, ip address renew, or things like that. Otherwise you could restart your router and it could possibly pickup a new external address depending on the traffic in your area, it might come back with the exact same one because during an address renewal a device lets the DHCP server know what address it had previously and the DHCP server will allow the device to keep the previous address if it hasn't already handed it out. You could increase the chances of getting a new external address by leaving your router turned off for a good long while, like 8 hours or more, but that's a big hassle just to get a new address if you ask me.

Better to use a proxy server which will hide your external address and people will see the address of the proxy server instead, much easier. I know you were trying to avoid this but it's a much simpler process and takes less time. One I like to use is zend2.com, check it out.

I hope this is helpful, check out my site when you get a chance

If you are just looking to do something and want to make sure the IP address can't be traced back to you... find a place with free WiFi (i.e. Starbucks) and connect... calling your internet service provider (ISP) is the only way to change your IP address otherwise. (like mentioned above)

Have you tried using the Virtual Private Network ( VPN) or tunneling software ? I think they are the solution. Find the free VPN and tunneling software at http://www.vpnlive.net/anonymoussoftware

If you have a static address you can't without contacting your provider, who might charge you.
