I have a similar issue although my cowlick is dead center! I've tried getting the bangs I've wanted in the past and have always been disappointed with the results.
This is what you really need to do though, because there may be some hope. It is ESSENTIAL that you find a hairstylist that is not only skilled, but extremely trustworthy. Why? Well, like some car salesmen, some will just want to "make the sale".
There are hairstylists who will attempt to do whatever you ask so that you'll choose them to give you the haircut.
There are, however, stylists who'll give it to you straight and say, "unfortunately your hair won't naturally support that style, but I can do this...."
I bet that's the experience Miley and Chelsea had with their stylists when they got their styles that you see in those pictures. Celeb stylists sculp the hair to fit their client.
A good stylist will even let you know if your forehead and shape of your face will work well with a particular cut.
By the way, if someone tells you that you can train your cowlicks to behave, be prepared to set aside the time it takes for this. I tried to train a side bang.... but became way too frustrated.
I've given up on anything high maintenance because I don't have enough time in the morning to devote to my hairstyle.
Just find someone good to do the job...and when you do, really listen to their advice without being clouded by what you want (if it's not going to really work out for you in the end). I guess that's what it really boils down to.

I really really don't think you should get those bangs.
They look great on celebrities, but on normal people like us, they're not maintained the same, and tend to look different. However, if you want to, go ahead.
The only thing you can do about your cowlick is get your hair cut in a way that it won't show. A hairstylist can help you with this.
Or grow your hair long enough so it won't be able to stand up.
Good Luck.
