You need a hosting account to upload your webpages to. If you want a simple static site you can use a html editor like Dreamweaver (commercial) or NVU (free). If you want a more dynamic site you can use a content management system like Wordpress or Drupal or Joomla (all free).

If this is new for you, I suggest you do it backwards... find a free web host that has web page tools... such as tripod.com, angelfire.com and many others. this lets you establish a free account and use free tools for that first webpage and you'll learn a lot.
