I was watching tv and an ad came on for auctions at impound lots. Would it be safe or a good way to buy a cheap car

Auctions are a huge risk. The chances are very high that you'll get a car that is complete junk. And at an auction the car is yours, no bring backs, no repair after the sale, no warranty. Cash sale and it's yours.
No chance for a test drive, no chance for a proper inspection. All of this equals BIG RISK.
Think about it, If your car was impounded, if it was a decent car you'd be willing to pay the $300 (or whatever it costs) to get the car out of the impound lot. It would certainly be worth coming up with that fee. The cars that don't get claimed generally aren't worth reclaiming.
But just like the lotto, if you are lucky and win, the rewards are usually pretty good. But how often do you really win.
