That's a bunch of questions!
1) No, I know plenty of guys who took ROTC classes/were PLC contracts while reservists.
2) Yes, you can take it (and any other test) at the base learning center, for free.
3) Yes, you can get a certain MOS guaranteed. As an officer, though, it's up to your performance at TBS.
