who controls or regulates the world's time zones?
is it like a committee of people or countries, or is it up to the individual country to what they want to do?

It's up to each country. That's why China technically has only one time zone, and Iran, Nepal and Burma/Myanmar have weird half-hour/three quarter hour time zones. You can see the official world time zone map at the link below.

This was passed on to my by my grandfather so it might be wrong.
The Time Zones were established because of the speed at which people were able to travel around the world beginning in the 1800's, specificly the Rail Roads.
The Rail Road companies seeing this as a problem for tickets and arrivals etc etc established time zones.
The main problem was the 0 time zone. This was attempted to be established even before the time zones were (might be wrong...doesn't seem to make sense to me but I continue). The 0 Time zone was claimed by many counties in there capital cities, London (were it is now) Paris and even Moscow all claimed to be the 0 time zone.
I could be 100% wrong but that is the story I heard.
