it depends what age it is. Puppy's have blue eyes when they are first open and then they usually turn brown. #

Well bred Bichon Frises should not have a hint of blue shown in the eyes. It is considered a major fault and point will be deducted. Puppies, on the other hand are very likely to have blue eyes until they mature and start growing a "Show coat" This dog doesn't appear a puppy. She looks around two or so years old really. Bringing her into your home won't be a problem, unless you plan on showing the dog in the future. If this person claims to be her breeder, simply ask for papers. If you are rescuing her, she shouldn't cost you more than $200 in total. Do you have the website to the breeders page? If so, great. The more information the better. Add: In that case, she should be fine to take in and start loving. Even if the family bought from a horrible breeder, you aren't giving any support. It sounds a great idea.

In very young puppies the eyes are blue, just like human babies. They change to the permanent color by the time the pup is a few months old.

most puppies are born with blue eyes.. the eyes will change to brown as the pup matures.

it's probably not a pure bichon as they can not have blue eyes...nor can they have any markings of any color other than a faint creamy blonde patch along the back...and that's barely acceptable by breed standards

They could, but the dog is not of breed standard.
