Name of a Specific Bicycle Handlebar?

I need to know the name of the handlebars for road bikes (drop type) that allows the rider to rest the forearms on the middle. Or is this just an add-on accessory? If so, whats the name of the accessory?

    add on accessory called aero bars. They should not be used on carbon handlebars due to the possibility of crushing the carbon & damaging the bars.

    They are called aero bars and used for time trials. They are not legal for road racing and are very dangerous on group rides.
