Yes. You can order free ubuntu CDs from the ubuntu website - http://www.ubuntu.com/getubuntu .
If you want it sooner, you can choose the first option to download it then follow this guide to burn it to CD - https://help.ubuntu.com/community/BurningIsoHowto .

Don't think of Linux as an OS. Think of the distributions as an OS. Linux is an operating system kernel which, with the GNU Tools and, arguably X-Windows, forms the GNU/Linux OS which various distributors repackage in ways which make it operate smoothly.
Ubuntu is a special case. Think of it as the product of a White South African (Mark Shuttleworth) for ALL Africans and indeed for all the peoples of the world. Of course he will send anyone a cd who asks for it (though he lives in London now and the disks are sent out by his people). He's actually giving back for the breaks which Linux gave him when he was making his pile of dough in a situation where he would have been paying more for proprietary software than many people in his situation in the US and Europe. And the point is he LITERALLY wants EVERYBODY EVERYWHERE to have access to this technology even if they don't have access to a CD-burner.
Generally Linux users are Heinlein Fans -- There ain't no such thing as a free lunch. You may not pay cash but you are expected to do things like burn iso's to cds and so forth. Since they don't necessarily want their OSes running in the slums of Sao Paolo or Lagos or Ulan Bator, they won't make the same accomodations Ubuntu will.
