Pick a few places to see (e.g. Chinatown, GG bridge) and take Muni there. You can't get cheaper than that. They might also enjoy a cable car ride. No tour guide needed. They might also enjoy the SF zoo. Again, no guide needed.

Here's something that will be helpful in life, nothing, nothing is ever cheap in San Francisco.

If you want to find a low priced tour, I'd advise googling about tours in San Francisco and compare the different prices.

Check out Popular City Tours (http://www.popularcitytours.com)/ as they often have day trips for San Francisco and the surrounding area. It's a fun town, with a lot to do.
