It seem to me like more quetions go into voting than have a best answer selected by the asker. Why is this?

A lot of questions are answered to the asker's satisfaction somewhere else, and the asker is too distracted to go back and pick a good answer. I have sometimes asked and simply gotten too busy to pick the best answer after reviewing several that I did not like. Some questions never get a good answer in the mind of the asker. So, the community votes.

I agree, I think that the main reason is because answers cannot be selected as 'best answer' until 4 hours after they have been posted. How many good answers are posted between 2 and 4 hours after a question is posted?

i think of Its ok in case you dont %. a BA each so often in case you have reasons, exceedingly as quickly as I get alota solutions and dont understand what to %., then i might in basic terms go away it for balloting or choose for it after 4 days, yet once you by no potential %. a BA than its somewhat obtrusive which you dont care concerning the solutions you get carry of or perhaps get excitement from it!

Yeah i think it is kind of stupid but most of the people that one answers for just don't pick one because they didn't get the "answer" they wanted.

It is because most people don't go on that often or they are just lazy...
