It could be about how teens get an entire neighborhood to begin recycling. The feeling of pride then extends to people cleaning up their yards and planting flowers and trees, and putting birdfeeders out. Then people decide to paint their houses, and fix up their porches. It turns out that the Mayor's Mom lives on that street, and he grew up there. He notices all the improvements, notices that crime is down and neighborliness is up, and decides to try to do these improvements city-wide. The teens get civic awards for their leadership. These are things that could happen in any city.
