"CCTV" = Closed Circuit Television. By definition, it is on a closed network and not readily viewable by others...
If others can access the video, whether broadcast over the air, cable or satellite - or in this case, the internet - it is no longer "CCTV". In the case of the internet it is referred to as "video streaming".
