This really depends on your play style. For me when I Start a Pokemon game for Example Pokemon Red or Blue. I take a look at my gym leaders and find out whose up first. In Red/Blue you had Brock a rock type user and then misty a water type user. I chose Bulbasaur because grass has an advantage over both types It made it easier for me.

And no I'm not calling ruby Pokemon red or sapphire Pokemon Blue.

    Pokemon Games

Pokemon Red Blue, Yellow. Gold Silver Crystal, Ruby Sapphire Emerald, Pearl Diamond Platinum and then Poke mon Purple and green in Japan

    Mudkip.

But I advise you get Emerald instead of Sapphire, because Sapphire's lacking alot of gameplay, and Emerald has the Battle Frontier, and email about the Battle Frontier if you have questions.
