Yes
You need to be 13 or older to participate without being in violation of the guidelines.
The rule exists due to laws pertaining to child safety that Yahoo! needs to be in compliance with.

Unlike what the first two people say, it isn't because we don't want 8 year olds on here. It's because privacy laws state that you must be 13 to use websites like Y!Answers. If you're under 13, it is illegal for you to be here.

To protect younger users from risks, children under the age of 13 are not permitted to ask or answer questions on Yahoo! Answers nor establish communication with other Yahoo! Answers users. Instead, they are encouraged to explore age-appropriate content and activities on Yahoo! Kids.
There are no exceptions to this. Even if there is a "Family Account", kids under 13 are NOT ALLOWED on Answers, although they may be allowed to use other Yahoo features.

the only reason they say that is because they dont want answer coming from like an 8 year old who doesnt really know what anyone is talking about..
but there is no age requirement....

Technically, no, but we are sick of stupid questions from dumb kids:
When will UPS deliver my package?
How can I make (desirable body part)bigger?
Who is (person who can be googled)?
How does using a credit card work?
I could go on and on.
