Best site through which to identify and hire a quality graphic designer?
I'm looking for a site like Crowdspring, but not, that showcases graphic designer portfolios and escrows payments for work hired. I want to hire designers for specific projects rather than the crowd source model supported by crowdspring.

Well, I'm not really sure what Crowdspring's setup is all about, but you can try DeviantART's Job Offers forums. It's not something where you browse through graphic designers' portfolios and see what their prices are, though. You'd have to post in that forum that you're looking to hire graphic designers for such and such a thing, and name your budget. You'll get a few replies pretty quickly. People are always looking for work through DeviantART.
