Yard/Town Liberty for Plebe: USNA?

I'm a friend of a plebe at USNA, and from my understanding I am not authorized, with just casebycase exceptions by commanding officer, to drive him anywhere. Are these exceptions fairly easy to get? I have a perfect driving record myself. Would just the yard be enough? I mean i want to give him a change of scenery....any other quality tips to help brighten his days down there?

    Being a plebe can suck. It's kind of like officer boot camp at the USNA and makes life difficult for those who just came to the academy. The goal is to isolate and transform their life, so the case by case may just be for emergency needs, or very special occasions. But, there is a great policy with the navy. Always ask. If you don't ask for permission, you can't get it. You may not get it anyway, but at least you tried, and asking does not hurt anything, and your buddy can't get in trouble for it, so give it a shot.

    few are granted especially at first. He has a Sponsor that can get him off campus WHEN allowed.

    maybe toward the end of the year.

    Last year my Plebe wasn't even allowed off campus until Christmas break. and he was too bloody busy the rest of the year until say March ish to take a weekend off.
