It is legal but not recomended to put a 1 yr old 20 lb kiddo front facing in a convertible the curent recomendation from AAP is to keep children reaf facing until th eupper eight limit on th eseat or at a minimum 2 years. A booster is absolutely NOT acceptable the baby would be throw from the car.

Honestly the best option is a convertable seat. They all pass the same same safety requirements although if you can afford it I'd suggest something along the lines of a Britak Marathon, it's easy to use, rear faces to 33 lbs and harness's to 65 lbs so you get the full 6 yrs of use out of it in most cases.

(car seats are generally no good after 6 yrs)

If they are 1 year and weigh more than 20 lbs, then a forward facing seat can be used, but the longer you can have them face back the safer they are.

When my daughter turned a year, she was still under 20lbs, but she was getting scrunched in the baby carrier (she only hit 22 lbs this month, she's 20 months old, so... yeah, she would have really gotten scrunched in there.) I went with the Britax in one car, and Safety First brand in the other. Both are highly rated (Britax though is best), both hold them backwards to 30-35lbs, and then turn around and go to 65lbs with a 5 point (the Safety First then changes to a booster for up to 100lbs.) The Britax is holding up better in my opinion though. The Safety First gave her more leg room though.

You want a 5 point harness for as long as you can. Like I said, our convertible seats go to 60+lbs in a 5 point harness, and that's a lot safer.

So I would recommend a convertible seat that will face backwards until 30+lbs, and then will hold them in a 5 point harness until they're 60+lbs. Infant seats would scrunch them at this point, and a 1 year old isn't ready for a booster seat yet.

    Convertible car seat.

They are too big normally for an infant seat, and not big enough for a booster seat.

Usually you would just be starting to use a covertible carseat. I got my son's convertible carseat when he was about 10 and a half months old but really I could've probably used the infant carseat for another couple months because he was still under the 22lb weight limit for the infant carseat. But it is a good idea to start thinking about getting a convertible carseat when your baby is around 9 months or so, or if you get a convertible carseat to start you can avoid the whole infant carseat all together (and save money!)

If more than 20 lbs you can put them in a forward facing convertible car seat.

You should use a rear facing convertible carseat for children under 2 who no longer fit their infant carseat.
