How do I get my hair to curl like this?

No, I'm not going for scene. Just this was the closest thing to how I wanted to syle my hair. It's weird but I just want my hair curled like this woards the end, but straighter towards the roots. My hair is a couple inches past my shoulder. Help please?

i wash my hair at night.. put it up in a towel really tight sleep, and in the morning its super curly, then just straighten the pieces you want.

Basically get a medium sized barrel curler and curl it, wait till the heat is off of your hair and spray with hair spray or alternitively add moose for volume, and hold,
Let the curls drop a little so they fall into place and then be sure to add the moose and or hairspray.
You can use your fingers to mess up the look a little for a wind swept look, i do this sometimes because it adds something more to the style.
Makes sure you put the tong as close to your head (without burning it) and curl the rest of the hair around it, this is what i do and have seen many professionals do. hope i have helped :)

Spiral curl it with 1 inch sections from the middle instead of at the root. when you are one let it settle a little so some of the curl leaves then spray it with hairspray that doesn't leave your hair hard. You can also tease it if you want it to look more like the picture.

It just looks like she's curled and flicked the top few layers and left the underneath straight.
Curl it, use tongs, and you can use straighteners to flick out the very top shorter layers like in the picture.

Use a flat iron! it works wayy better than any curling iron! I have the HAI Convertible Flat Iron. I <3 it.

use curlers but use bigger ones nd you will get that kind of curl OR you can use moose if your hair is naturally wavey or curly nd just crunch it up with moose
