The fan capacitor is weak, the only way to fix that is to replace the actual part, if you want to provide yourself with air conditioning in the meantime the only thing you can do is find a way to mist or spray water continously over the outdoor coil while everything is running, too much water will cause the indoor coil to freeze, too little water will cause to compressor head pressure to go up eventually causing it to overheat and or possibly damaging it

If it doesn't want to keep running, then it's not going to run. A good temporary measure would be to place a window fan on top of the unit.
