No the bible does not condemn the use of any of those. If anything, they are promoted.

    Candles

    - Matthew 5:15, Mark 4:21, Luke 8:16, 11:33 mention not hiding candles, but rather putting them on display. It symbolizes our faith and tells us that we should express it, not selfishly keep it to ourselves. Thus, candles are symbolically used as a visual representation of faith.

    - Hebrews 9:2 calls candles holy

    - the apostles, when the Holy Spirit came upon them, displayed a visual flame above their heads, just like a candle. Thus, candles also symbolize an indwelling of the Holy Spirit

    Incense

    - Luke 1:9 speaks of it being customary for priests to offer incense to God

    - Revelation 8:3-4 speaks of angels taking the prayers of those on Earth up to God as incense. Thus incense as used in church symbolizes the prayers of the faithful flowing up to God

    - It should also be noted that Frankincense and Myrrh, two of the gifts given to Jesus at his birth, are commonly used as incense

    Oil

    - Mark 6:13, Luke 7:46, Hebrews 1:9, James 5:14 depict or instruct the anointing of others with oil

    - Luke 10:34 depicts using oil to cleanse a wound

Quite obviously, use of these things is not forbidden, but rather promoted if anything. (provided of course they are not used to honor a false god) Symbolism is a wonderful thing. While not needed to worship, it certainly helps.

Yes, they are condemned and in the category as witchcraft.

    Isa 1:13

Bring no more vain oblations; incense is an abomination unto me; the new moons and sabbaths, the calling of assemblies, I cannot away with; it is iniquity, even the solemn meeting.

    1:14

Your new moons and your appointed feasts my soul hateth: they are a trouble unto me; I am weary to bear them.

    Isa 66:3

He that killeth an ox is as if he slew a man; he that sacrificeth a lamb, as if he cut off a dog's neck; he that offereth an oblation, as if he offered swine's blood; he that burneth incense, as if he blessed an idol. Yea, they have chosen their own ways, and their soul delighteth in their abominations.

This is conclusive that all the OT rituals were really an abomination to God. It is witchcraft, as is shown here.

In Lamentations, God again shows that he cut all of this off; It never was really of God.
