How can i make this hoodie really look stylish,?

You can put bracelets over the sleeves of the hoodie. I was kind of thinking cute colorful bracelets with candy-like beads, kind of like these:

I personally wouldn't put so many of those bracelets on, though, but if you like a lot, go for it. =P

For the bottoms, I would just suggest a basic pair of jeans. These can be skinny jeans or whatever you feel comfortable in. These jeans should be plain to balance out the accessories you have on top. I think black jeans would look great with the green hoodie or regular jeans with a dark wash. If you still want some jeans that stand out, you can give ones like these a try:

Since you said no trainers / sneakers, a good pair of plain black flip flops or ballet flats are fine, even high-heeled shoes if you like wearing them (I personally hate high heels =P ).

A pair of neon colored skinny jeans, from anywhere you can find them. Orange or purple ones would look great with it. I would add a cool pair of earrings, big but not TOO big in another bright color (they will look better if they match the color of the jeans) to accent it. For shoes, I would wear a pair of Converse (low-tops), and then you'd be done.

Wear it under a fitted blazer or vest. Or even under a V-neck shirt.
