It is much more likely that A will occur first. The US and the science community has a strong desire to make this happen and much good can and will come of it...just like all the developments that benefited us from the advancements that resulted from going to the moon. By no means am I saying it would not be a good thing for B to occur but the challenges that are faced in regions of Africa along with people, power and government make it likely it will not progress that far before a trip to Mars.

B-Africa. The price of fuel is set to rise even more in the future and Africa is being put under alot of presure to move to democracy and is getting alot of financial aid from across the planet. Nasa are struggleing to get back to the moon let alone Mars. Also, the amout of time it would take to get there would mean alot of skil and advancements in all forms of computing, oxygen and fuel storage and landing systems. Man is along way from the moon yet.

    B. But Africa will be dominated by China's economic colonialism. That process has already begun.
