That's the sound of a BOV (possibly the HKS SSQV). Your car must be turbocharged to have a BOV.

Turbo Purging also known as nitrous purge, you'll have to get an expensive nitrous system in order to have that psst sound, should cost around 1500 - 3000 depending on the make of your car...

its the valve that u hear. well mostly...its for gas engione cars. hybrid cas that run on electricity are quiet and dont have this sound. all gas engine cars have this. ....
