Try this first before you start screwing around with it.
Turn off your computer and unplug it. Remove the case. Touch a piece of metal to ground yourself out before sticking your hands in there. Throwing a spark will spike the board and most likely fry the whole thing. Find the jumper for your CMOS. If you don't know how, just remove the battery and then put it back in. this will reset your CMOS to the factory default. reboot your system and see if its fixed.
If not step 2
Reboot your system in safe mode. This will put you in with admin permissions. Then create a new account with admin permissions.
reboot again into full windows. Log on to the new account.
Go into you user account setting again and delete your first account. (not the one you just created). It will ask you if you want to delete that accounts files. say no! You want to keep all files.
Reboot again (not in safe mode)and you should be ok.
If that doesn't work, go into your device manager and install the drives and reBoot. Your bios should see the drives and automatically install them. the reason I suggested going the account route first is because, it doesn't require your computer to run through your boot subroutine's and verify the drivers authenticity through your registry.
All it does is add an admin authorization to the user reg.
If this doesn't work you have a more serious problem going on.
If reinstalling your hardware still isn't working, somehow your software is throwing a fit. Instead of trying to track it down. Do this at your own peril. you should use your system restore and reset your computers software to an earlier time.

Do you own an Acer by any chance? If so, look for this app running in the notification area of the taskbar: Acer Empowering Technology (AET).
This is the culprit in every instance that I have come across this issue. Damn Acer. A few years ago Dell held the crown as the bane of IT techs existence. Acer is quickly taking up the mantle.
Hope that was it. If you don't have an Acer, then you should scan for malware with MAlwarebytes, org Anti-Malware. It's the stuff!
