I'm pretty sure that IS in simplest form. You cannot divide 8 by 3, because 3 is a prime number.

If you want it as one fraction, the answer would be 147/8. ([18 * 8 + 3] / 8)
Putting mixed numbers into fractions is pretty easy once you know how to do it. All you have to do is multiply the whole number (in this case 18) by the number in the denominator of the fraction (in this case 8), add the numerator of the fraction to that result (in this case 3), put that number in the numerator (in this case 147) and keep the denominator.
