do you have to pay the london congestion charge if you are only leaving the zone?

If I travel into the congestion charge zone on sunday and leave on monday, will I still have to pay the congestion charge?

    The Congestion Charge is for "using public roads" in the zone.

    There is only one charge for each applicable day (ie. a day when the Congestion Charge applies); it does not matter how many times you enter or exit in a day, you only need to pay once per day per vehicle.

    If you stay "parked" on a public road within the zone on an applicable day without moving during the CC period (ie 7am to 6pm) you will STILL be charged for that day.

    Yes, the charge is for "moving the vehicle within the zone", not entry/exit. However it operates only from 7am - 6pm, and only if you move the car. If you leave it parked all day until 6pm, you don't have to pay.
