Has the saying "if you aren't outraged, you aren't paying attention" ever not been true?

Does that mean people who are always outraged are always paying attention, rather than being greedy, rabble-rousing attention whores?

It's often not true, as "outrage" is all a matter of perception, opinion, and emotion.

If I say to a Christian "If you aren't outraged at what Christians are doing, then you aren't paying attention". Would they believe this to be true?
