Windows cannot find 'C:\PROGRA~1\AERIAG~1\PROJEC~1\PROJEC~1.…'? Command prompt not working?

To put it simply, my Windows Command Prompt won't open up correctly because of that error described in the question. The full error message is as follows:

"Windows cannot find C:\PROGRA~1\AERIAG~1\PROJEC~1\PROJEC~1 (dot)BIN. Make sure you typed the name correctly, and then try again. To search for a file, click the Start button, and then click Search."

(Yahoo! wouldn't take the whole address so I added the (dot) which signifies a period. There is also NO space between the original period and the second PROJEC~1) And I need the command prompt to type in a code line. If there's some secondary way to type in code without using the prompt please tell me now. But I would prefer regaining control of the original.

Update:

But the folders shown in the error message don't even exist on my computer, and I doubt that they ever have. So would I have to reinstall Windows for it to work again? And if I do reinstall, does everything stay the same (toolbars, skins, programs, files, etc.)?

Update 2:

If I choose to restore my XP to a certain date, will my files that I downloaded since then be gone? Like if I added a mod to a game while this crisis was going on and I restore my XP the mod files will be gone?

    It simply says Windows can't find the file it's looking for.

    Follow the directions contained in the error message.

    Are you sure the file is on your local hard drive? Could it be on a disk or on a portable drive of some sort (for example)?

    If you have the original windows disk, you can repair your installation, however, I'd make really certain that the file is not on your machine first.

    instead of reinstalling windows, first try to go back to the point where windows worked properly using windows restore point. hope that helps.
