Not Jehovah, but Jesus (The Lamb).
(Revelation 17:14) . . .These will battle with the Lamb, but, because he is Lord of lords and King of kings, the Lamb will conquer them. Also, those called and chosen and faithful with him [will do so].”
(Revelation 19:14-16) . . .Also, the armies that were in heaven were following him on white horses, and they were clothed in white, clean, fine linen. 15 And out of his mouth there protrudes a sharp long sword, that he may strike the nations with it, and he will shepherd them with a rod of iron. He treads too the winepress of the anger of the wrath of God the Almighty. 16 And upon his outer garment, even upon his thigh, he has a name written, King of kings and Lord of lords.

God claims to be the King of kings in the Book of Revelations. Revelation 17:14 is the verse.

It mostly happens in Revelation. All the text of the Hallelujah chorus is lifted from Revelation.
The phrase "King of Kings" is frequently found in the Bible, but most of the time it refers to earthly kings, e.g., Nebuchadnezzar.
The phrase is also found in Timothy.
I suspect it was not used so much in reference to God for the reason that it is too small to refer to God. God is much more than just The King over all kings. Besides, the phrase is often used with earthly kings.
