I have a comp. that someone built ,and because of admin restrictions how do I get in to undo the restrictions?

I can't undo the administrator restrictions to fix this.

    If they installed the OS and didn't put an admin password on, you can restart in safe mode. Restart your computer, and as soon as the screen turns black, begin tapping the F8 key repeatedly. Before the Windows logo shows, you'll get a boot menu. Select "Safe Mode" and you should now see the Administrator option for login. Click on it, if there's no password, just login and change your account to full privliges.

    if there is an admin password and you go to start run and type user accounts 2 and from there you are able to change the password

    logout hit ctrl+alt+del+del then type admin and no password.
