How do you open a cologne bottle?

Ok. I know this sounds funny, but I would really like help with this. We live with my husband's grandfather. He uses an extreme amount of cologne and aftershave. We have asked him nicely to tone it down, but he continues to use way too much. It is so bad that the smell fills up our three story house. You can even smell it before walking in the door if he has just put it on. I don't want to be mean and dump it out. I want to try to water it down a little bit. That way he still thinks that he is putting on the same amount, but it's not as bad. It has gotten so out of control that I cough so much that I have to leave the house until the smell dies down which takes about 15 minutes. Please help me to figure this out. It is a simple pump. You can take the top part off, but that just leaves the tube and you can't unscrew it or anything like that. If I had a syringe I might get some in that way, but I don't have access to any.
