Okay so the question asks If you were John Dalton and had never heard of a mole, which of the following would you think were possible sets of formulas for the compounds A, B, and C, respectively?
Compound Mass
(N) (O)
A 5.6 3.2
B 3.5 8.0
C 1.4 4.0
then offers these answers (could be more than one) (all the numbers are subscripts)
1) NO2, NO8, NO10,
2) NO4, NO10, NO5
3) N2O, N2O4, NO5
4) NO, NO2, NO4

Are you in AP or college masteringchemistry? There are hints which show you how to do it

first divide O/N for each row
then camper answer A to B you will find B is 4 times bigger than A
and B is 5 times bigger than C so you find the formaula that increase the ration 4 and 5 times as a ration
the answers are
NO2, NO8, NO10
N2O, N2O4, N2O5
