3rd Level Eligibility Exam for 2010 Political Candidates?
Third Level Eligibility Exam in the next step after Civil Service Exam Professional, or other known as Career Executive Service Officer (CESO) Examination conducted by the Career Executive Service Board for government employees, to be eligible in Director Position up to Under Secretaries of Agencies.
Do you think it is high time that we have similar examination for Political Candidates in 2010? Surely Tax Payers require high quality of Agency Directors up to Usecs. Why not have similar exam for people who intend to run for Presidency down to City Councilors? We are entrusting our Tax Money with these people and the future of our children, so we definitely need higher qualification for our Politicians.
Karina: Well they can always design a Psychological Test. However no one in politics can say they are in it for Public Service for Free.
As for the Others: Politics is a career... any politician that say they are in it for Public Service is a wolf in sheep clothing. As for integrity, we may not be able to give a test for that, but at least we will have good and really qualified Represent-the-thieves in Office, than what the Constitution required, mere read and write.
Wilma M: I know it will be too late for 2010, it will be nice, even as in hypothetical scenario that there is a way to weed out Unqualified but powerful, famous Candidates than mere being able to read and write as prescribed by our Constitution. Where brute force like that of Bayani and Gibo, or Popularity of say Noynoy and Kabayan, or Chiz's Bamboo looks, or Villar's Rags to Riches story would not be enough to say they are truly qualified to run.
CESO is stated as a mere example, not as a means. I am sure any taxpayer will be happy, even for one brief moment knowing that his candidate is at par with the executives of any government agency. They, Politicians, are paid high even if we disagree that they deserve such, it is only but right to raise the qualification. For people that much are given, much is expected.

The Exam will be too late for the 2010 election. Taking the exam for CESO means one has to attend a Ceso seminar for straight 6 months without leaving the premises for the whole period. My boss at dpwh told me that.
Inside the seminar, they practice how to make a Memo, Indorsement, correspondence. How to address recipient correctly. How to write in cordial manner. I experienced this when i was secretary (clerical) at dpwh that a milder words must be used. so i have to retype 17 letters. to be signed by the director.

the exams you mentioned are for career civil servants. politics isnt supposed to be a career where we make money and get rich. politics is compensated public service. no matter what exams they pass, we are not voting mainly for their brains. we vote for their integrity.
