I would say it's Jackson as a 100% start. I don't really trust Stewart or Ricky--aren't both back-ups?
Watch NO's injury report. If Thomas is good to go, get him, start him. If he is only questionable, start Bell because questionable means he may re-injure himself.

Jackson and Bell. Caolina's offense hasn't clicked this year yet. I'd give it another week or two. Thomas still might not play even so he will get very few touches. I just don't have faith in Williams.
