No if you're a citizen of an EU country then you can travel anywhere in the EU without needing a visa. If you're not then perhaps you do i dont know

The Schengen agreement does away with border checks between participating eu countries. Irrespective of the schengen agreement, both the uk and germany are eu, so any eu citizen is permitted to travel anywhere within the eu.

I believe a schengen visa may be needed for travellers not from the eu who have legitimate reason to travel within it.
