No your dog is not to young to learn. You should start crate training her.

    Crate Training-

Crate training can be a lot of work but it is worth it. Done correctly 100% of dogs will succeed. It is up to the owner to correctly train the dog. First you need to get your dog used to his crate, don’t just put him in there and close the door because that will make him dislike his crate and you want him to feel like his crate is a great place. Start by tossing treats in to make him go in on his own, when he does give him a lot of attention and praise. Once he is calmly in his crate shut the door. If he starts crying completely ignore him. You don’t want him to learn that if he makes noise he will get out or he will never quietly stay in his crate and will always bark and whine. The only way he learns to get out of his crate is when he is being quiet. Once he is being quiet and calm you can open the door to the crate but don’t let him come out. This will start teaching him leadership and that he comes out on your terms and not his. If he starts to come out tell him no in a low stern voice and push him back. Keep doing this until he won’t come out, once he is staying in his crate calmly you can give him a release command such as okay, or come out what ever you choose just make sure that you and everyone else uses the same command so that it doesn’t confuse him. Whenever your dog is out of his cage you need to have a leash on him and where ever you go he goes. This way you can keep an eye on him so if you see that he has to go potty you can immediately take him to his spot. This might seem annoying but it is the only way to make sure he doesn’t use it in the house. If you do catch him in the act of pottying in the house clap you hands and tell him no in a stern voice, grab him and take him to his spot if he starts sniffing around praise him and if he goes give him a lot of praise. You can only correct(clap to distract, and no) him if you catch him in the act of using the bathroom not if you come upon potty later. Dogs have about a 3 second relation span so he will not know what he is getting in trouble for and it will only teach him to hide his potty from you. Never rub his nose in it and spank him this method rarely works on dogs especially small dogs and it teaches them to fear you. When there are times you can’t have a leash on your dog and you can’t watch him put him in his crate. Dogs will naturally not want to use the bathroom where they sleep and this teaches them to hold it. So to re-cap

    1. Make his crate a happy place

    2. Ignore him if he makes any noise when he is in the crate

    3. He comes out of the crate on your terms and not his

    4. When he is out of his crate he is on a leash at all times with someone watching him

    5. When someone isn’t able to watch him he goes into the crate

This will take a lot of work but most dogs will fully potty train in two weeks or less.

You are very fortunate to have chosen a small breed dog. She/he can be trained to go in a litter pan like a cat. Since you are on the 12th floor this may be a solution. 1st dogs don't usually even feel their bladder until they are 16 weeks old. They prefer to potty as far away from their food as possible. You can set up an area with her bed and toys at one end and her wee wee pads or newspaper at the other. Good Luck

Why in the world would you get this dog now?

Should have done at least a little bit of research before you got her.

And you cannot take her out b/c u are on the 12th floor??? Here's a suggestion. Take the dog bag to the shelter and get a toy one.

All dogs need time to learn what is expected of them, and longer than two days. Generally it could take 2 weeks or 6 monthes to fully house-train a dog, and small breeds tend to be harder. It also sounds like you didn't think this through very well. Time to do your research. Lots of it.
