As far as I can tell, the best answer to that is "kinda."
Y!A loads for me now, but it is running as slow as molasses in January and it is not behaving properly. I had to click the "Answer this question" button twice, for instance - the first time it showed it was loading the next page, then just stopped and said finished.
It would appear that Y!A has returned from the dead, but it is still a little sickly...

Seems to be. It's moving really slowly for me, though. The servers must be getting overwhelmed by all the Y!A addicts going through withdrawal for 14 hours and are now getting their fix again.
