Why does the burning of natural gas produce less carbon dioxide than the burning of coal?

This was mentioned on NPR and, being a chemist, it doesn't make sense. Burning any form of carbon completely produces carbon dioxide, and stoiciometrically, it shouldn't matter the form in which the carbon exists.
