You need a relicanth, Wailord, and the moves surf, dive, and dig.
Go to Pacifidlog town and surf west. Hang low until you get to a small patch of land partially underwater and take 2 steps up and surf west more and you will find some dark water to dive in and then go up when you see the braille symbols. After you surface in the cavern read the braile on the far wall and use dig to open a door and have relicanth at the begining of your team and wailord at the back and read the other braille and the doors to the caves will open.
To get regirock read the text then go right twice, down twice and then use strenghth.
To get regice just read the braile and wait, don't even touch you gameboy and eventually it will open.
To get registeel read the inscription, head to the center and use fly.
