I doubt that you should be modifying the System Registry yourself.
And it also seems as if the file you are needing to download and use is a .PDF file. This is what most government type institutions use for such purposes.
This means that all you will need is Adobe's Acrobat Reader for viewing and printing the downloaded .PDF file. And you can get that from the following location:

OMG- Leave the registry ALONE!!
That's the fastest way to ruin your computer!
That's what updates are for, let the updates do that.
The registry should NEVER be touched unless it's
by a programmer or someone who knows very well
what they are doing.
And DON'T PAY attention to those useless ads that
say "you need a registry cleaner". It's just a scam
to implant spyware.
Rule of thumb:
If you can still LOCATE your registry,
then your computer is O.K.,
because if anything were wrong with your
registry you'd be in the middle of a disaster.

What sort of file was this you downloaded?
The registry is a big database for your computer, which stores settings and preferences and so on. It's not a good idea to edit it directly unless you know what you're doing.
"Please try REGEDIT" means it's talking about Regedit, the Windows registry editor. Open Start > Run in XP or Start > All Programs > Accessories > Run in Vista and type in Regedit to see the registry. Don't edit it though, unless you're really confident.

Sounds like something got messed up in the computers registry, I suggest going here as you have to be very very careful when changing anything within the registry.

all applications have to update the registry to work, no person could do this by themselves, they need a program to do this
